This is part of the Mayors Consent Agenda which goes before City Council for approval Monday August 20th.</span></p>
<p dir="ltr"><span>The movie theatre at Universal Citywalk </span><a rel="nofollow noopener" target="_blank" href="http://www.orlandosentinel.com/travel/attractions/theme-park-rangers-blog/os-et-universal-citywalk-amc-cinemark-theater-20180817-story.html"><span>will transition</span></a><span> from AMC to Cinemark with a grand opening set for September 15th. Moviegoers can expect “Cinemark Luxury Lounger” seats, and one new Cinemark XD auditorium which will bring “expansive wall-to-wall screens, custom-engineered surround sound with multichannel speakers and state-of-the-art projection systems capable of delivering 35 trillion colors.”</span><span id="more-2191"></span></p>
<p dir="ltr"><span>The new PDQ in Winter Park at 925 S. Orlando Avenue held its grand opening Sunday. The Tampa-based chain serves chicken tenders, sandwiches, salads and milkshakes. This new location is a block away from the Winter Park location of Chik Fil A. </span></p>
<p dir="ltr"><span>The antennae at the Rollins college radio station WPRK has finally been repaired and is back up after getting knocked down September 8th of last year during Hurricane Irma. The only way listeners could get the station’s shows and music since then was via online streaming. </span></p>
<p dir="ltr"><span>Jinya Ramen bar opened in Thornton Park at 8 North Summerlin Avenue next door to Starbucks. Construction began December of last year. The reason for its elongated construction period was the detailed interior design the chain chose. The space formerly housed Verde and before that, Tijuana Flats. </span></p>
<p dir="ltr"><span>Jimmy Hulas opened downtown at 68 E. Pine Street. Along with selling tacos and beer, it will serve local brands Foxtail Coffee and Valkeryie Donuts. </span></p>

The building has 7,446 sq ft, 20 parking spaces and was built in 1957. The parking is divided with a portion in the front and a portion in the back. </span></p>
<p dir="ltr"><span>The 2014 contract the City has with Dr. Philips Center for the Performing Arts, Inc. for its  management of the Bob Carr Theatre is set to expire on August 31st. A new agreement will extend the term for an additional year. </span></p>

The redesigned center will feature a retail shop with locally made goods, a circular information desk, digital walls, large murals by the formally local and internationally known artist Boy Kong and more. The space will expand from 1,950 sq. ft. to 3,800 sq. ft. During construction the Info Center will operate a new temporary location starting Tuesday, July 10 at the CityArts Factory at the corner of Orange Avenue and Pine Street Tuesdays-Fridays from 11 a.m.-5pm.<span id="more-1968"></span></p>
<p dir="ltr">The Mayors Consent Agenda going before City Council June 25th contains <a href="https://www.thedailycity.com/blog/city-buying-123-new-vehicles" target="_blank" rel="nofollow noopener">four purchase requests</a> for a total of 123 vehicles with a total cost of $3,398,379. À La Cart Street Food and Craft Beer will be open seven days a week 11:30 a.m. to 10 p.m. Sunday – Thursday and 11:30 a.m. to 11 p.m. on Friday – Saturday.</p>
<p dir="ltr">The Developer of a hotel project in SODO has <a href="https://www.thedailycity.com/blog/townplace-suites-orlando" target="_blank" rel="nofollow noopener">submitted an application</a> for review and approval as a designated Transit Oriented Development (TOD). The project consists of a 6-story, 110-room hotel called TownPlace Suites by Marriott on 2.13 acres at <a href="https://goo.gl/maps/vyq7F2vEUf42" target="_blank" rel="nofollow noopener">51 Columbia Street</a> in SODO. If approved as a Transit Oriented Development, the developer will receive a 25% reduction in Transportation Impact Fees because it meets or exceeds city code for pedestrian facilities and bike facilities. The total reduction will be $92,000. The developer could have received an additional 25% reduction had the hotel project (1) been composed of a mixture of land uses, including residential, with the ground floor consisting of primarily active uses and (2) agreed to fund or subsidize transit ridership for employees and residents. City staff support the reduction. It goes before City Council for approval June 25th.</p>

<p dir="ltr">In fiscal year 2017 &#8211; 2018, Florida Hospital received <a href="http://www.fdhc.state.fl.us/Medicaid/Finance/finance/LIP-DSH/LIP/Payment_Letters/LIP_FY17-18_G1T3_4Q.pdf" target="_blank" rel="nofollow noopener">$18,421,896</a> and ORMC received <a href="http://www.fdhc.state.fl.us/Medicaid/Finance/finance/LIP-DSH/LIP/Payment_Letters/LIP_FY17-18_G1T3_4Q.pdf" target="_blank" rel="nofollow noopener">$10,753,953</a>  to cover the costs of providing healthcare for the indigent and uninsured. Florida Hospital and ORMC <a href="https://www.thedailycity.com/blog/florida-hospital-and-ormc-will-get-more-than-the-28-million-they-re-already-getting-from-state" target="_blank" rel="nofollow noopener">wanted, and is now going to get, even more</a>. On June 11, Orlando City Council voted unanimously to adopt a resolution  which would allowing the State to pay ORMC and Florida Hospital and Nemours a much higher percentage of their uncompensated charity care costs to maintain and even expand their charity care programs. That money comes from the State of Florida Agency for Health Care Administration Medicaid Program Finance <a href="http://www.fdhc.state.fl.us/medicaid/Finance/finance/LIP-DSH/LIP/background.shtml" target="_blank" rel="nofollow noopener">Low Income Pool (LIP)</a> program. LIP <a href="http://www.fpi.institute/how-will-florida-use-its-new-low-income-pool-lip-funding-congressmen-raise-key-questions-and-transparency-concerns-with-federal-officials/#sthash.O8ZNhaEf.Ki2FS6X0.dpbs" target="_blank" rel="nofollow noopener">was to have ended</a> June 2017 according to the Obama administration because the Medicaid expansion that was coming would have covered what LIP had been covering since 2006. That expansion never came. In 2017 Governor Scott and the Trump administration said the LIP program would continue.</p>
<p dir="ltr">The plaza area between the north and south tower of the Zora Neale Hurston State of Florida Regional Service Center at <a href="https://goo.gl/maps/6ZxR6xQkt7K2" target="_blank" rel="nofollow noopener">400 W. Robinson Street</a> will be renovated. The existing plaza is a series of large, paved, tiered spaces at different elevations with step transitions that impede fluid movement around the plaza. There are also several large planter areas surrounded by seat walls between the plaza terraces that also restrict movement around the plaza. The redevelopment plans greatly reduce the amount of pavement area in favor of landscape and open lawns. The existing terraced areas have also been greatly reduced providing smoother unrestricted flow through the plaza because of less vertical impediments. New furniture, lighting and pergolas are also identified in the plaza redevelopment plans. The north and south towers of the Zora Neale Hurston State of Florida Regional Service Center were completed in 1977 and 1987. The plaza area that connects the two buildings was begun and completed in the same time period.</p>

They passed! Also, Tako Cheena <a href="https://www.myfloridalicense.com/inspectionDates.asp?SID=&amp;id=6981437" target="_blank" rel="nofollow noopener">is applying for</a> a second license for the same location. It is unknown for what purpose it&#8217;s being attained. We&#8217;ve reached out to Tako Cheena with questions about the inspection and the second license.<span id="more-1621"></span></p>
<p dir="ltr">It was June 2015 when <a href="https://www.facebook.com/tako.cheena?ref=br_rs" target="_blank" rel="nofollow noopener">Tako Cheena</a> announced it was taking over the Mills50 retro restaurant spot. Exterior walls got painted. A food truck got parked out front.. And then nothing for two and a half years. Thanks to the Orange County Regional History Center, The Daily City learned that the original tenant of the funky fronted building they&#8217;re occupying was Chik-N-Pit. Chik-N-Pit served fried chicken and BBQ. Most recently the building housed Forbidden City restaurant.</p>

It will go before the Municipal Planning Board in May.</p>

Just look for the Starbucks, park and snap away. The project was created by the Thornton Park Main Street District using 100% local artists as a way to bring attention to this centralized parking garage that the group says is always empty during the week. Go give those murals some company!</p>

<p dir="ltr">To create some of the marketing muscle magic that helped developed places like Mills50 and Audubon Park, a group of merchants and residents in the Curry Ford West area of town joined together to create <a href="https://www.facebook.com/curryfordwest/" target="_blank" rel="nofollow noopener">Curry Ford West Market District</a>. Its boundaries run east of Conway Road along Curry Ford Road to the west of Bumby.</p>
<p dir="ltr">Eventually Curry Ford West wants to become another of the City’s successful and popular Main Street organizations. For now its official designation is that of a Market Street. Neighborhood commercial districts that are unable to meet <a href="http://www.preservationnation.org/main-street/?referrer=http://mainstreet.org/#.V-At51srKUk" target="_blank" rel="nofollow noopener">Main Street America</a>’s 10-point criteria for National Accreditation for Main Street are eligible for this program. This enables the City of Orlando to abide by <a href="http://www.preservationnation.org/main-street/?referrer=http://mainstreet.org/#.V-At51srKUk" target="_blank" rel="nofollow noopener">Main Street America</a>’s trademark and “Use of the Name” policy, while still providing training and technical assistance to individual neighborhood commercial districts throughout the City.</p>

Full buildout of the space will take 60 days. The expansion means no more sellouts as well as a few new jobs created. At the same time the warehouse announcement came out, Gideons revealed a 74 cent increase in price for the cookies.&#8221;</p>

It comes with maple aioli sauce, two chicken breasts acting as buns, and a belgian waffle in the center acting as food. According to KFC Canada’s chief marketing officer Samantha Redman, this is their answer to customers asking for chicken n&#8217; waffles.How about just offering chicken n waffles? No plans have been announced to bring this beast to the U.S. so local Orlando restaurants: you know what to do! Get it on your menu NOW. I guarantee you&#8217;ll have locals who want it. PDQ&#8217;s menu includes chicken tenders, nuggets, sandwiches and salad, very much in the vein of Chick Fil A. Their chicken is steroid and hormone free. They also serve milkshakes and cookies. No expected opening date has been announced but I hope to Christ Chik-Fil-A is shaking in their gay hating boots.</p>
<p>Late this year the team behind Domu restaurant at East End Market <a href="http://www.thedailycity.com/2018/03/modern-day-japanese-ramen-shop-coming.html" target="_blank" rel="nofollow noopener">are opening Chibi</a>, a quick/casual version of DOMU in East Orlando at Waterford Lakes Town Center next to Fresh Kitchen.  Chibi, which means &#8220;little&#8221; in Japanese, will still feature key items such as house made noodles and broth for their ramen but sold in a cheaper quicker fashion. Guests will not have chairs but instead stand slash lean at a ledges around the space. The dishes and silverware will all be disposable. Guests will order from kiosks. Combined, these features will bring the feel of a modern day Japanese ramen shop to Orlando according to the DOMU team. The Daily City&#8217;s architecture department says they envision the interior will be like the size and shape of Wally&#8217;s Bar but without smoke and with food. The Daily City asked for renderings of the interior but DOMU said it was too early in the process and they didn&#8217;t have them. We offered to do their renderings for them and they just laughed. We were serious.</p>

<p dir="ltr">Orange County Public Schools requested a Conditional Use Permit (CUP) to establish an Edgewater High School agricultural education facility, a public benefit use in a residential zoning district. It’s got funding from 4Rivers, Dr Phillips Charities, Kiwanis and Florida Blue. The name of the facility will be 4Roots Farm. According to the renderings provided to the City, the facility will include a greenhouse, several above ground garden boxes, a large garden patch and… a bathroom. I am all for this. I love walking by or standing still or driving by the gardens in front of East End Market and seeing living thriving food-providing plants. I’m a grown ass woman with a full time job and in the hustle and bustle of owning a thriving small business and raising two imaginary children, I forget that gardens exist.</p>
<p dir="ltr">After an August 2017 <a href="http://www.thedailycity.com/2017/08/8-story-hotel-at-lake-eola-park-coming.html" target="_blank" rel="nofollow noopener">courtesy review</a> and a March 2018 final review, Appearance Review Board Staff recommended approval with conditions for the Major Certificate of Appearance Approval Request for the Cambria Suites Hotel project at <a href="https://www.google.com/maps/place/170+E+Washington+St,+Orlando,+FL+32801/@28.5434037,-81.3786096,17z/data=!3m1!4b1!4m5!3m4!1s0x88e77afc68908ba3:0xf162d76a47d4a814!8m2!3d28.543399!4d-81.3764209" target="_blank" rel="nofollow noopener">170 E. Washington Street</a>.</p>
<p dir="ltr">Cambria will be a 7 story, 155 room hotel with a roof bar, 82 parking spaces, a ground floor restaurant, an exterior amenity deck on the third floor and other associated ancillary uses.</p>
<p dir="ltr">During the August 2017 courtesy review, the ARB staff was &#8220;very pleased with the building design.&#8221; They had a few concerns including the west facade being blank, the balancing of pedestrian and vehicle needs along E. Washington Street and how the realities of practical development requirements such as transformers, back flow preventers and stormwater systems may impact the final design and configuration along Washington Street.</p>
<p dir="ltr">After the courtesy review the applicant team collaborated with the ARB Staff to resolve several building functions, including: solid waste pick-up and loading and unloading areas and procedures. These discussions led to design solutions that increased the functionality and the appearance of the site.</p>
<p dir="ltr">During the March 2018 final review Staff showed excitement about newly added golden metal mesh covering the elevator tower on the Rosalind facade. Staff said it &#8220;delivers a more refined Mid-Century Modern feel to the hotel, retro and cool. The same metal mesh is also being used as a new treatment to screen the second level of the parking garage. The blank wall on the south facade remained unaddressed by the applicants. They must continue to work with staff to improve these ares prior to submittal of building permits.</p>
<p dir="ltr">A Downtown 5-Story Townhouse Project Got theThumbs Up from ARB Staff. The <a href="http://www.thedailycity.com/2018/02/future-of-1921-home-in-hands-of.html" target="_blank" rel="nofollow noopener">Kinchla—Fountain Vu 5 Townhouses</a> got the thumbs up from the Appearance Review Board Staff Thursday after a February 2018 courtesy review and March final review. They recommended approval for the Major Certificate of Appearance with conditions. The Municipal Planning Board public hearing for this project is scheduled for this month. The project is located at 330 Broadway, one block from Lake Eola Park.</p>
<p dir="ltr">The developer, Mark Kinchla, stated in the Master Plan request that one of the benefits for the future residents of Fountain VU 5 is the &#8220;close proximity to the historic district.&#8221; Kinchla is a <a href="http://www.cityoforlando.net/wp-content/uploads/sites/27/2017/01/WEbsite-link.pdf" target="_blank" rel="nofollow noopener">Orlando Historic Preservation Award Winner</a> and is responsible for several downtown developments including <a href="http://www.samsaradowntown.com/" target="_blank" rel="nofollow noopener">Sansara</a>, a former church turned million dollar condos.</p>
<p dir="ltr">It&#8217;s ironic because this project will cause <a href="http://www.thedailycity.com/2018/02/future-of-1921-home-in-hands-of.html" target="_blank" rel="nofollow noopener">the loss of a home built in 1921</a> and place a 56.5-ft high townhouse project on the edge of a max 35-ft high nationally historic protected neighborhood.</p>
<p dir="ltr">The project is only possible because of the property and home&#8217;s <a href="http://www.thedailycity.com/2018/02/future-of-1921-home-in-hands-of.html" target="_blank" rel="nofollow noopener">long and odd history</a>. The property and the home built in 1921 were supposed to be included in the Lake Eola Heights Historic District, but due to a statement in 1989 by a City Council person and the City siding with the property owner in a legal dispute, the property was left out of the historic district, therefor left unprotected from development.</p>
<p dir="ltr">Here are Changes Listed in the Final Review:</p>
<p dir="ltr">Between the ARB member’s discussion during the February Courtesy Review and the concerns addressed in the letters received from residents of the Lake Eola Heights Historic District, several project-related items were identified that either needed additional information provided or required additional design revisions or considerations.</p>
<p dir="ltr">Lake Eola Heights Historic District residents suggested the project should face Broadway , the street the house built in 1921 currently faces, not Ridgewood, the street that intersects with Broadway and that would place the front of the townhouses facing Lake Eola Park. The lot across the street has the same site geometry and the house on it faces Broadway. But, Staff said &#8220;the site geometry is more efficient if the townhouse units fronted onto E. Ridgewood St” AKA the developer will still get to sell townhouses with a fifth floor view of Lake Eola. The Staff also say that 323 Broadway is &#8220;only one&#8221; structure along Ridgewood that faces Broadway.  What?</p>
<p dir="ltr">Staff also noted the Presbyterian Church on the north side of the same block does not front Broadway. That church was constructed in 1925, four years after the house. Also, that church lot&#8217;s site geometry isn&#8217;t the same as the project&#8217;s.</p>
<p dir="ltr">HOWEVER… Staff felt the Fountain Vu5 project should address and respect the Broadway Ave. frontage, so a scallop shaped canopy has been added to the plans over the side door.</p>
<p dir="ltr">The architecture has continued to evolve since the February 2018 Courtesy Review, but not much. The 4th and 5th floor have been shoved 2-feet towards Ridgewood to alter the massing. The third floor cornice has been widened making the southern shift of the 4th and 5th floor appear to be even greater. The separation wall between the units on the 4th floor terrace has been reduced in height, too. MMkay&#8230;</p>
<p dir="ltr">ARB Staff stated  &#8220;the applicant has made substantial strides defining and refining the architecture and appearance of the Fountain Vu5 project and is therefore recommending approval so the project can move forward.&#8221;</p>

<p dir="ltr">The Orlando Police Department <a href="http://www.thedailycity.com/2018/02/63-new-police-vehicles-to-be-purchased.html" target="_blank" rel="nofollow noopener">will be receiving</a> sixty-three new vehicles (seventeen 2018 Ford <a href="https://www.fleet.ford.com/resources/ford/general/pdf/brochures/2018/18_Police_Brochure.pdf" target="_blank" rel="nofollow noopener">Interceptor FWD Police Sedans</a> and Forty-six Ford Police Interceptor Utility vehicles. The total expenditure will be $1,953,514. I’m sorry. How did police work get done in the days when all they had were cars and no SUVs? And why are we buying new? And why do we have to go through a local dealership to buy them? Why not go directly to Ford and avoid the middleman? Why is the City even paying retail? And why are we buying Fords??!!!<span id="more-1359"></span></p>
<p dir="ltr">Downtown is getting a new park! For ten years! The City will be leasing a vacant parcel of land for 10 years starting this month to be used as a pop up park and plaza at <a href="https://maps.google.com/?q=274+N.+Orange+Avenue&amp;entry=gmail&amp;source=g" target="_blank" rel="nofollow noopener">274 N. Orange Avenue</a> in downtown Orlando. Dr. Phillips City Center, LLC owns the property and plans to develop the Property in the future but has agreed to lease it to the City for this 10 year period.</p>
<p dir="ltr">The park and plaza, according to early renderings, may include a window-service restaurant and food trucks with outdoor restaurant style seating, and other seating areas.</p>
<p dir="ltr">The city can enter into a management contract with a third-party vendor for the operation of an on-site food and beverage service. HERE’S THE PART THAT MAKES YOU GO HMMMMMM. “No food or beverages (other than water) will be distributed from the Premises that is not paid for by the consumer at prices equivalent to those prices offered by business establishments in the Downtown Orlando Central Business District.” Isn’t that called price fixing? Collusion? Something? Why is the City involved in the prices charged by a third party? And was it forced by the downtown restaurants? These are things we will be finding out in the coming weeks.</p>
<p dir="ltr">No rent will be paid by the City. They’ll just pay the annual insurance fee of $1,500 and reimburse DPC approximately $17,269.82 annually for ad valorem taxes and stormwater utility fees imposed on the Property. The City is responsible for maintenance. No monuments, plaques, memorials, or tributes may be erected or maintained on the property.</p>
<p dir="ltr">At the end of the lease, the City won&#8217;t remove the improvements made to the premises. They will become property of Dr. Phillips City Center, LLC. This project seems extremely unlike what the City typically does. It feels too innovative for them to envision and execute. So I am thrilled. It’s in a dead zone of Orange, far away from the shitty barf-strewn bars of Wall Street and that bar alley along Orange. And where will folks park? Listen to me. I sound like a jackass. Yay park! For ten years! With food trucks next to nothing….</p>
<p dir="ltr">Robinson is getting two way cycle tracks! Robinson runs from the Parramore to the Orlando Executive Airport, and borders many of Downtown’s historic residential neighborhoods. <a href="http://www.cflroads.com/asset/file/2705/436394-1_SR_526-Robinson_St_Final_Report_pdf" target="_blank" rel="nofollow noopener">It&#8217;s getting an overhaul</a>! The part I give a shit about is the part about bikes: Robinson will be getting <a href="https://nacto.org/publication/urban-bikeway-design-guide/cycle-tracks/two-way-cycle-tracks/" target="_blank" rel="nofollow noopener">two-way cycle tracks</a> along 1.4 miles of the road&#8217;s 2.3 mile length.</p>
<p dir="ltr">Two-way cycle tracks are physically separated from auto traffic and allow bicycle movement in both directions on one side of the road. Two-way cycle tracks protect bicycle space and improves perceived comfort and safety. The increased width allows safer overtaking for bicyclists.</p>
<p dir="ltr">The cycle tracks run from the Central Business District to the Milk District. The only spot that won’t have them is the .9 mile length running from Hyer to Bumby. That area will put bikes and cars in the same lanes</p>

When complete, it will cover twice the length of the current I-4 Ultimate project. (</span><span>exhale</span><span>) Both BtU and I-4 Ultimate will improve pavement, ramps and interchanges, and both projects will maintain the current six non-tolled lanes while adding four dynamic tolled Express Lanes (two in each direction). The Florida Department of Transportation (FDOT) oversees both projects. God dammit! When you bitch about traffic, don’t bitch at the cars, bitch at these fucking turd fucks who continue to build highways and build highways and build highways and REFUSE to give us public transportation… and the DEVELOPERS who continue to build planned residential developments farther out and farther out, which pleases the developers of shopping centers which them selves give locals the wretched experience of paring and walking, removing the concept of city centers and downtowns from Central Florida’s collective consience. So DO NOT yell in your car while on I4 about the cars in front of and behind you… yell at the people in charge of creating… your life.</span></p>

<p dir="ltr"><span>The City of Orlando has been selected as 1 of 10 teams nationwide to partcipate in the </span><a rel="nofollow noopener" target="_blank" href="https://www.nrel.gov/solar/solar-energy-innovation-network.html"><span>Solar Energy Innovation Network</span></a><span> administered by the </span><a rel="nofollow noopener" target="_blank" href="https://www.nrel.gov/"><span>National Renewable Energy Laboratory</span></a><span>. The City of Orlando will investigate approaches for deploying solar photovoltaic (PV) and solar PV plus storage to increase resiliency of municipal operations and achieve the 100% renewable energy goals set out in August 2017.  The City will expend $169,000 to carry this out. <p dir="ltr"><span>The Orlando Bicycle Beltway, one of 10 neighborhood infrastructure improvements coming to Orlando, is an 8.25 mile loop that will circle through the Central Business District all the way to Fashion Square/Colonial area and back once completed. It will ultimately connect Downtown to the region’s trail system. This beltway will utilize the existing Orlando Urban Trail, Cady Way Trail, and Lake Underhill Path. It&#8217;s a part of the 40-mile network of urban bike trails within the City of Orlando.  There has been a focus on completing the beltway due to the addition of the bike share program, increased residential density, burgeoning sports and entertainment complexes, and new and expanding bus and rail transit options. To complete the project, two gaps must be addressed:  (1) The North Quarter area which needs to connect to the existing Dinky Line Trail at Magnolia and  (2) The Downtown Connector Trail: the southern section of the beltway which will start at the existing Lake Underhill Path and travel west along Anderson Street to Rosalind Avenue, nearly two miles. It will be a minimum of ten feet wide. This segment of trail will better connect the Lake Como, Lake Davis, and Lake Cherokee neighborhoods with a safe and convenient alternative transportation option to access the Central Business District.</span></p>
